i'm going to be going to seattle next month and i figure i might go on a lil sidetrip. i'm not dumb enough to try to bring it back into the states, but from what i've heard theres basically no risk of prosecution for smoking it in BC.
also will i have any legal issues driving with a new york license in washington and canada?

Law enforcement is more interested in the guys growing and selling it. They don't put much effort into busting the buyer who has a small amount of weed for personal use. That said, if you are questioned during a traffic stop or if you find yourself involved with the law for any other reason, the police will bring charges against you if you have marijuana in your possession. Don't expect an Amsterdam attitude. You won't find restaurants selling pot brownies. You can't smoke a joint freely in a very public place. Remember: marijuana is an illegal substance under the Canadian Criminal Code. If you do choose to smoke while visiting, do NOT smoke in your car! The US Department of Homeland Security only requires trace residues of THC to bring charges against you when you reenter the United States.

You won't have any issues driving with a new york license over here if you're just visiting.

As for the marijuana laws, everyone can say "Yeah you can pretty much do whatever you want in those regards", but if you walk up to a cop doing it, you're toast.

My step-brother got questioned for being out way too late one night, and they searched him - found a pot-pipe - and booked him!

It was a small fine for being in posession of such a thing, but he was more upset about losing his favourite pipe than anything else.

These answers are all true for the most part but pot is still illegal and you can be arrested for smoking it. I wouldn't recommend smoking pot in front of a cop or really openly in public or indoors somewhere. If you have alot of pot on you and you get busted the cops will take it (and smoke it) and destroy it. They'll give you a ticket and maybe lock you up for a day. That's about it though.

Yes you can drive anywhere in North America with any license from North America.

Whalewatching (there are customary excursions leaving from Victoria) is something i can particularly propose. different than for that, on my own recent holiday I spent maximum of my time in Vancouver itself, so i do no longer extremely have any extra suitable recommendations for Vancouver Island.
