A flashing green light signifies "advance green" which means that the cars directly facing the flashing green light get a head start. They can turn left, go straight, or turn right (assuming the road allows that!). The oncoming cars see only a red light during this short period of time (usually 5-20 seconds). After this, cars from both directions will see solid green lights.

These are slowly being replaced in some cities by proper traffic lights which include a left-turn green arrow.

They are used to improve traffic flow during busy times or on particularly busy roads.
